Stephen Taylor is a Toronto-based digital strategist and technologist who has spent two decades pioneering new approaches to democratic participation and civic engagement. His work sits at the intersection of technology, media, and public affairs—focused on building tools and systems that make political participation more accessible to everyday citizens.

Taylor's journey into digital democracy began in 2004, when he recognized the untapped potential of emerging internet technologies to connect people around shared civic interests. He became one of Canada's earliest practitioners of online community organizing, building networks that demonstrated how digital tools could amplify voices that traditional political structures often overlooked. This early work caught the attention of Preston Manning, leading to Taylor's appointment as the first fellow of the Manning Centre for Building Democracy, where he developed digital campaign infrastructure and training programs to help Canadians engage more effectively in the democratic process.

His expertise in technology-enabled civic engagement has extended well beyond Canada's borders. Working with organizations including the Parliamentary Centre and the International Republican Institute, Taylor has contributed to democracy development initiatives in challenging environments. In Zimbabwe and Indonesia, he designed voter outreach platforms and community polling tools aimed at fostering inclusive democratic practices—helping citizens in emerging democracies access information and make their voices heard despite significant barriers to participation.

Taylor's technical skills proved critical during pivotal moments of global democratic expression. During the 2011 Egyptian uprising, when the government shut down internet access to suppress organizing on social media platforms, Taylor worked to help break through the Egyptian firewall—enabling Canadian journalists to report from Tahrir Square and ensuring information continued to flow during a crucial democratic moment.

Today, Taylor continues to build digital tools focused on accessibility and participation. His current projects reflect a consistent philosophy: that technology should lower barriers to civic engagement rather than raise them, and that well-designed tools can help bridge the gap between citizens and the institutions that serve them. Whether developing media monitoring systems, creating platforms for community input, or building simple utilities that solve everyday problems, his work remains grounded in the belief that thoughtful technology development can strengthen democratic culture.
